Updated connect.conf for special connect block for official bot

This request is to modify the connect.conf file to allow for a special connect bot for the official IRC bot. these changes allow the bot to be in more channels and the ability to send more commands to the server at the rate of 20 per second (up from the default of 1 per second) for use in multiple channels concurrently.
